Background Investigations Unit

The Background Investigations Unit (BIU) is comprised of two sections, the Criminal History Section and Electronic Fingerprinting Section.  BIU provides support services to:

  • DHS Office of Human Resource Management and Development (OHRMD) for new hires, interns and volunteers;
  • Providers with the Residential Child Care Licensing Unit (RCCL);
  • DFCS foster parents, relative placement parents, adoptive parents, CPS investigations, and 24-hour emergency placements;
  • OIG internal investigations; 
  • OIG client fraud investigations;
  • P-Card background and credit checks; and 
  • Georgia Vocational Rehabilitation Agency.

Criminal History Section

The Criminal History Section is responsible for the proper access, maintenance, storage, and use of all criminal history record information (CHRI) obtained for specific and legally required purposes in support of the mission of DHS. The Georgia Crime Information Center (GCIC) and National Crime Information Center (NCIC) information are accessed through secure computer terminals located in the Office of Inspector General (OIG) on the 30th floor of the Two Peachtree Street building. The controlled access area is restricted to OIG personnel based on compliance requirements with GCIC.  Therefore, visitors must be escorted at all times.

Electronic Fingerprint Section

Electronic Fingerprint Technicians are assigned to 16 Office of Inspector General regions. Although Technicians work from a centralized home office in a county DFCS facility, the Technicians schedule appointments and travel throughout their regions to perform electronic fingerprinting of DHS employees, contractors, and persons involved with DFCS, such as foster parents and relatives being considered as placement options for children.  Fingerprint services are also available at the State office location at Two Peachtree Street, Atlanta, Georgia 30303.
