Notice of Intended Action by the Board of the Georgia Department of Human Services Regarding a Salary Adjustment for Candice L. Broce, Commissioner of the Department of Human Services

To All Interested Persons and Parties:

In accordance with Article V, Section 5 of the bylaws of the Board of the Georgia Department of Human Services (DHS), the Board is required to periodically review the salary of the DHS Commissioner and adjust her salary as it may deem necessary. In accordance with Department bylaws and O.C.G.A. Section 45-7-7, the Board is required to provide public notice of its proposed action to adjust the Commissioner’s salary at least 30 days prior to the date that the Board considers such action. 

The Board of DHS proposes to adjust the salary of Candice L. Broce, Commissioner of DHS, by a 5% increase to the current salary to become effective July 31, 2024. The Board is expected to consider such action at its board meeting scheduled for July 23, 2024.

This notice is being mailed to all persons who have requested, in writing, that they be placed on a mailing list. A copy of this notice may be reviewed during normal business hours of 8:00 a.m. to 4:30 p.m. Monday through Friday, except official State holidays, at the following address:

This notice will also be available for review at dhs.georgia.gov.

It is the intent of the Board of the DHS that the proposed action be considered for final approval by the Board at its virtual meeting scheduled July 23, 2024. Up-to-date meeting schedule information will be posted at dhs.georgia.gov.

DFCS State Plan for Community Services Block Grant (CSBG)

The Georgia Department of Human Services' Division of Family and Children Services (DFCS) will hold a virtual public hearing in June. The purpose of this upcoming meeting is to formally review the FY 2025 Community Services Block Grant (CSBG) State Plan.

The CSBG program supports activities that help eligible low-income Georgians to alleviate the causes and conditions of poverty in communities. A range of services are made available to assist participants with obtaining education, training, employment, transportation, proper nutrition, housing and referrals to partnering agencies.  

The plan outlines eligibility requirements and activities to be implemented for the targeted population. Copies of the draft plan are available for review on the DFCS website, and the local Community Action Agencies throughout the State.

DFCS State Plan for Low Income Home Energy Assistance Program (LIHEAP)

The Georgia Department of Human Services' Division of Family and Children Services (DFCS) will hold a virtual public hearing in June. The purpose of this upcoming meeting is to formally review the FY 2025 Low Income Home Energy Assistance Program (LIHEAP) State Plan.

Funded by the federal government and administered by DFCS, the Energy Assistance Program helps low-income Georgians with home heating costs, weatherization, and other home energy needs. 

The plan outlines eligibility requirements and benefit payment schedules for the distribution of client benefits. Copies of the draft plan are available for review on the DFCS website, and the local Community Action Agencies throughout the State.

Notice of intended action of submission of 4-year Senior Community Service Employment Program (SCSEP) State Plan to the U.S. Department of Labor for approval.  SCSEP is Title V of the Older Americans Act and provides subsidized job training opportunities for older persons seeking to enter or re-enter the workforce..

Public Comment Time Period: April 15, 2024 through May 15, 2024.

DFCS TANF Caseload Reduction Credit (CRC) Report

The Georgia Division of Family and Children Services (DFCS) has posted the TANF Caseload Reduction Credit (CRC) Report (ACF 202) for public viewing. The ACF Form 202 is required by states that are reporting caseload reduction information for fiscal year 2023.

Georgia is offering the public the opportunity to comment on the estimates and methodologies used to complete the caseload reduction credit report via email to [email protected]. The comment period ends on December 15, 2022.
